A fetched tattoo source calls it "The skull is probably the single most layered image in all of tattooing" and organises its meanings by culture rather than asserting one. Cultural flags
The cited source tabulates four culture-scoped meanings. Two are edged (Western memento mori; modern punk/biker rebellion). TWO ARE NOT: the Mexican Dia de los Muertos reading and the Tibetan Buddhist reading.
