Sub-batch B's rule was that a full sentence mints a meaning and a bare list item does not; the cloud appears in this corpus ONLY inside lists - “Wind bars, water, waves, clouds, fire, and more are often” background elements, and “clouds, waves, wind bars” among Japanese background elements. The same page that gives the wind bar, water and the wave each a meaning in a full sentence gives the cloud none. That asymmetry is the source's, not mine, and it is preserved here rather than smoothed over.
